Advocacy in the ELCA

There are three expressions of the advocacy ministry of the Evangelical Lutheran Church in America. Each ministry advocates for just, sound and compassionate public social policies based upon the officially adopted social justice policy positions of the ELCA.

National Office

We are a church that is energized by lively engagement in our faith and life. ELCA Advocacy works for change in public policy based on the experience of Lutheran ministries, programs and projects around the world and in communities across the United States. We work through political channels on behalf of the following biblical values: peacemaking, hospitality to strangers, care for creation, and concern for people living in poverty and struggling with hunger and disease.

United Nations Office

The Lutheran Office for World Community represents the Evangelical Lutheran Church in America and the Lutheran World Federation (LWF) at the United Nations headquarters in New York. LWF is a non-governmental organization officially recognized by the UN’s Economic and Social Council.

State Public Policy Offices

The Lutheran Office for Public Policy – California is one of several state public policy offices of the ELCA. LOPP-CA and other State Public Policy Offices represent the church in advocating at the state level on behalf of those without economic or political power. They work in partnership with local congregations, synods and social ministry organizations. LOPP-CA interprets the public policy positions and the advocacy priorities of the ELCA synods in California to the state legislature and state agencies. This direct advocacy is carried out in context of scripture, the ELCA social statements, and under the guidance of our policy council.
